Being a Second Sight Sysop, I continually found download leeches sucking files from my board due to the lack of ratios. Regretfully, I had to resort to "Enforcing" ratios upon my users. So I wrote this file. It is Shareware, but I like to think of it as "Sysopware". I belive that Second Sight Sysops are of a truthful and honest nature, always trying to help out each other. That's why I wrote this software, and that's why you should send in your fee. Please give it out to all your fellow Sysops, and post it on other bulletin boards.

Your Agreement Upon Using This Software:
As I said before, this IS Sysopware. You may try it on your board for up to 30 days, upon that date, either discontinue usage, or register. Even though your 30-day limit is up, you may still own a copy to make available for download on your bulletin board. The registration fee is a modest one at only two dollars. You should feel compelled to register this if you use it. This software may be given out freely as long as you include the docs, survey, and sample menu. DO NOT modify in ANY way.

Upon registration, you will be mailed the latest release notes, and information upon new releases. ALL registered users will have access to the latest version via my BBS, or through the mail. All information will be sent via FidoNet, or if you prefer, I will mail it to you.
Installation Proedure:
1) First, you must decide upon a fair upload to download ratio for your users. Put this in the form x/y, where x is the number of uploads, and y is the number of downloads. Place y in the TEXT item of the comand named "CHECK-1".
2)Now, you may customize the message output given to users who do not meet the ratio. This is done by editing the TEXT items of commands "SORRY-1, SORRY-2, and SORRY-3". This allows the use of up to three lines of text to be displayed.
3)Set the name of the menu to branch to when access is granted. Do this by editng the TEXT item of the command named "ACCESS!". Note: This should be a sub-menu, in between the file section menu, and include the actual command-type 24, that asks for the file name. See example menu for ideas.
4)Set the name of the menu to branch to when accees is NOT granted. This will be your upload menu. Your users should only be able to upload, quit, or log-off when they see this menu. This done by editing the TEXT item of the commmand named "BRANCH-MENU".
5)Now for the menu editing. {This software was written on the assumption that your menus are arranged as foolows; Main Menu>File Transfer Menu> Individual Section Menu (Where the list, browse, download commands are located), and also that you have a separate menu for the uploading of files.} Go to your MenuEdit program and open the first individual section menu. Change the [D]ownload command to type number 41, and set the optional data to the Ultimate Upload/Download Ratio Enforcer™ survey. You are done.
6)This must be done for each section you wish to Enforce™ ratios upon. You can set different ratios for each user by the user's restriction flags. You can have overlapping branching(to the survey file for that level of user) commands for the execution of the survey file. For each restriction, set a different ratio(in a separate survey. It's a lot easier to do than to explain.
Specifications for Download Sub-Menu:
This menu is mostly up to the sysop, except for two items. You must have a comand type 24 to do the actual download, and you must have a type 2 command to branch back to the individual section menu, if the user wants to abort. You can add other options as you like.
